Innovation has become an essential element in government work aimed at designing the future and drawing its features in line with global changes. In order to establish a culture of government innovation, it is necessary to create a supportive environment for it and provide the necessary enablers for the development and implementation of innovative ideas on the ground in a way that benefits and contributes to achieving added value for members of society and improving the quality of life.
And based on the continuous efforts of the government of the United Arab Emirates to motivate government agencies to introduce innovations and ideas to find non-traditional solutions to various challenges, all government agencies have employed the various tools available and imparted a spirit of innovation to them and developed them to generate effective solutions capable of facing contemporary and future challenges. In the state, it bears the task of continuous development and the application of the highest standards of efficiency and effectiveness in order to meet the requirements of individuals and societies and to support the development process in the state and consolidate its global position in order for the UAE to become one of the most innovative countries in the world.
At the end of 2019, the Covid-19 pandemic cast a shadow over the world. The Covid-19 crisis quickly turned into a global pandemic, affecting the world's largest economies and prompting them to take unprecedented decisions and adopt proactive and exceptional work methodologies to contain this crisis. The crisis revealed some governments that represented a global model in flexibility, readiness for changes, government transparency, and community partnership, and proved successful in containing the crisis and limiting the repercussions associated with the spread of the virus.
The crisis prompted the world's governments to think about future requirements in order to face unprecedented challenges in order to achieve one goal, which is to secure the requirements of a decent life for their people and facilitate transactions by harnessing digital tools such as artificial intelligence, process automation, big data science, and the Internet of Things. In light of the technological progress that the world is witnessing in various fields, and the accelerating pace of making smart discoveries around the world, the UAE government has adopted the methodology of establishing a culture of government innovation, and has harnessed all forms of support for this in order to achieve the desired progress.
This encouraging and stimulating approach has resulted in multiple innovative projects aimed at improving the level of efficiency and speed of implementation for a large number of government services that have taken into account the requirements and needs of community members to become smart and flexible services such as treatment services that are provided remotely, and innovations that would maintain Natural resources and the environment.
In the context of encouraging the spirit of innovation and technological creativity, the Mohammed bin Rashid Center for Government Innovation invited all government agencies in the country at the federal and local levels to submit their innovative ideas so that the distinguished projects will be included in the second edition of the “Innovations from the Nation” report, where these innovations were selected Based on key evaluation criteria such as novelty, repeatability, impact, proactivity and flexibility.
This report includes a selection of government innovations that have been implemented and contributed positively to improving the lives of individuals and societies in accordance with the highest standards of innovation and meaningful and effective teamwork, which reflects the government's continuous commitment to spreading a culture of innovation in government work to keep pace with rapid development.
Despite the difficult challenges faced by the UAE and the world as a whole, which were imposed by the Covid 19 crisis; It was noted that the increasing demand for participation in the report and the increase in the number of innovations presented, as the number of submissions reached about 220 innovations from various government agencies in the UAE, whether local or federal. The participation of the federal government agencies was 40%, while the participation of the local government agencies at the level of the seven emirates reached 60%. This wide turnout for participation was a clear indication of the government sector’s awareness of the need to include innovation as a main focus in the various fields of work. Accordingly, a team of experts and consultants followed a precise and comprehensive evaluation mechanism to select the best innovations that meet the previously defined innovation criteria, and then the work team conducted personal interviews with all parties to ensure a comprehensive understanding of all the details of the qualified innovations. Finally, the report included 21 of the most important innovations implemented in the UAE.
In conclusion, we hope that these efforts will bear fruit in spreading the culture of innovation and individual and institutional creativity, in a way that serves society and contributes to its advancement and renaissance.
